I know we’ve annoyed you with all sorts of scandal ridden, Sunday talk show posts today, so there’s a bit of a lighter, government incompetence story to share as we close out the weekend and prepare for QoTD. This one comes to us from long time Green Room author and – now – Liberty Unyielding denizen, Howard Portnoy. While the government wails about all of the money that that the mean Republicans made them cut out of the budget, leading to air towers closing, duck studies going unfunded and all manner of other things, Uncle Sam has still found enough spare change in his pocket to pay for one vital service.<br />

<div style="margin-left:40px">Thanks to sequestration, there is not enough money in the government coffers to keep “the people’s house” (aka the White House) open for tours. You’ll be pleased to know, however, that there’s plenty of money — $75,000 worth — for prison poetry.<br />
According to CNSNews.com, a new website that features readings of poems written by current inmates was launched this week with the help of a grant from the National Endowment for the Arts.<br />
Among the podcasts available to visitors of prisonpoetryworkshop.org are recitations of poems like “Ghetto Bastard,” “Fenced Jewels,” and “A Gangster’s Prayer.”</div>Click through for the full story. And since you’re such an inventive lot, feel free to submit your own prison poetry in the comments. Who knows? You might even qualify for a government grant!<br />

<a href="http://www.guardian.co.uk/world/barack-obama" target="_blank">Barack Obama</a>'s  hopes of moving beyond the scandals that have dogged his administration  were dashed on Monday, when it was disclosed that the White House had  been informed last month about the details of the IRS affair. <br />
<br />
After being forced on the defensive all last week on <a href="http://www.guardian.co.uk/world/2013/may/17/irs-scandal-republicans-white-house" target="_blank">the apparent targeting of conservative groups by the Inland Revenue Service</a>, the <a href="http://www.guardian.co.uk/world/2013/may/15/benghazi-emails-released-white-house" target="_blank">Benghazi consulate attack</a> and <a href="http://www.guardian.co.uk/world/2013/may/19/ap-condems-government-phone-seizures" target="_blank">the seizure of Associated Press phone records by the Department of Justice</a>, the White House had hoped to move on this week, switching attention to other issues, primarily foreign affairs.<br />
<br />
But the <a href="http://online.wsj.com/article/SB10001424127887323648304578493081906824260.html?mod=WSJ_hpp_LEFTTopStories" target="_blank">Wall Street Journal on Monday </a>  picked up an important discrepancies in the official White House  versions of how much it knew about the IRS scandal in advance. <br />
<br />
Obama has said that he learned about the scandal at the same time as the press, on 10 May. <a href="http://www.guardian.co.uk/world/2013/may/12/irs-officials-knew-2011-tea-party" target="_blank">Last Monday Obama's press spokesman, Jay Carney</a>,  said that the White House counsel Kathryn Ruemmler had been informed in  April that an independent audit of the scandal had been completed, but  had not been given the findings. A White House adviser, Dan Pfeiffer,  interviewed on CBS on Sunday, echoed Carney's line, saying the White  House had been made aware of the scandal a few weeks ago by the  Treasury, although not the full details of what had happened. <br />
<br />
But  the WSJ reported that Ruemmler learned from Treasury lawyers on 22  April that &quot;a small number of line IRS employees had improperly  scrutinised certain … organizations by using words like 'tea party' and  'patriot'&quot;.<br />

Their headline wasn't &quot;Obama Team  Also Spied on Fox News.&quot; Fox wasn't in the headline, on A-1 or on A-12,  where the story continued.<br />
    <br />
Newly obtained court documents “reveal how deeply investigators  explored the private communications of a working journalist — and raise  the question of how often journalists have been investigated as closely  as Rosen was in 2010.” Reporter Ann Marimow began:<br />

&quot;When  the Justice Department began investigating possible leaks of classified  information about North Korea in 2009, investigators did more than  obtain telephone records of a working journalist suspected of receiving  the secret material.&quot;<br />

&quot;They used security badge access records to track the reporter’s comings  and goings from the State Department, according to a newly obtained  court affidavit. They traced the timing of his calls with a State  Department security adviser suspected of sharing the classified report.  They obtained a search warrant for the reporter’s personal e-mails.&quot;<br />

Police said they were called to a home along Susan Drive in Blairsville Friday morning.<br />
According to a search warrant, a woman named Jan called 911 around 2:30 a.m., and when paramedics arrived, they found a 20-month-old child with severe injuries to the head and torso.<br />
Neighbors said the family that lived in the home had just moved in earlier in the week and were shocked to hear what happened.<br />
“Absolute horror. How could someone do this to a child? It's beyond me,” said Celeste Steeves, who lives in the same housing complex that the child was found.<br />
<b>Although Indiana County District Attorney Patrick Dougherty could not comment on who was home at the time, he did say that the child’s mother was at a hospital giving birth to another baby.</b><br />
Channel 11 witnessed police take two persons of interest to the state police barracks in Indiana County.<br />
Police filed aggravated assault charges against the boy’s stepfather, Juan Campbell, on Saturday.<br />

			<content:encoded><![CDATA[<div>A two-vehicle crash on Route 30 near Hill Street in Lancaster county killed one person and hospitalized two others early Sunday morning, according to West Hempfield Township police.<br />
The crash occurred after a 27-year-old Wrightsville woman drove her vehicle east in the westbound lane of Route 30. The woman’s vehicle eventually collided head on with another driven by a 21-year-old Lancaster woman.<br />
The Wrightsville woman and a male passenger in the Lancaster woman’s vehicle were unresponsive when officers arrived on scene. Both drivers and the passenger were taken to Lancaster General Hospital. <br />
The male passenger was pronounced dead at the hospital, and police had not positively identified him as of 8:30 a.m. Sunday.<br />
Multiple agencies responded to the crash. A portion of Route 30 was closed until almost 7:30 a.m. following the incident. <br />
Police are investigating whether alcohol was a factor in the incident. <br />
Anyone with information about the crash is asked to call West Hempfield Township Police at (717) 285-5191 or 1-800-957-2677.<br />

A Bucks County district judge says he fell for a dog owner's story that her wiener dog had a right to be in the courtroom with her for medical reasons. Now Judge Daniel Baranoski is warning his county colleagues to be on the lookout for similar phony service dog claims. <br />
On Tuesday, the woman appeared before Baranoski in his Penndel courtroom for a hearing on a traffic ticket. As she waited for her case to be called, she sat in the gallery with a dachshund on her lap. <br />
When Baranoski questioned the dog's presence, the woman answered that he was a service dog. <br />
What service does the dog provide? Baranoski asked. <br />
“Psychological,” the woman said, then she handed the judge a business-card-size paper stating the dog was “properly registered” with the “United States Service Dog Registry.” <br />
Baranoski, who admits he didn't know much about service dogs, let the woman and dog stay, but heard her case next to get the dog out of the courtroom. <br />
Later, the judge and his staff learned that the documentation the woman provided is not required under the Americans with Disabilities Act. And the organization that issued it is considered questionable, according to service dog handlers and organizations. <br />
Healthy, able-bodied dog owners who circumvent the Americans with Disabilities law to get the access for their pets make life harder for people with disabilities who rely on service dogs and face additional scrutiny and skepticism from business owners, advocates for the disabled and service dog experts say. <br />

The EU decision to lift Syrian <a href="http://www.guardian.co.uk/business/oil" target="_blank">oil</a>  sanctions to aid the opposition has accelerated a scramble for control  over wells and pipelines in rebel-held areas and helped consolidate the  grip of jihadist groups over the country's key resources.<br />
<br />
Jabhat al-Nusra, affiliated with <a href="http://www.guardian.co.uk/world/al-qaida" target="_blank">al-Qaida</a>  and other extreme Islamist groups, control the majority of the oil  wells in Deir Ezzor province, displacing local Sunni tribes, sometimes  by force. They have also seized control of other fields from Kurdish  groups further to the north-east, in al-Hasakah governorate.<br />
<br />
As  opposition groups have turned their guns on each other in the battle  over oil, water and agricultural land, military pressure on Bashar  al-Assad's government from the north and east has eased off. In some  areas, al-Nusra has struck deals with government forces to allow the  transfer of crude across the front lines to the Mediterranean coast.<br />
<br />
As a result of the rush to make quick money, open-air refineries have  been set up in Deir Ezzor and al-Raqqa provinces. Crude is stored in  ditches and heated in metal tanks by wood fires, shrouding the region  with plumes of black smoke, exposing the local population to the dangers  of the thick smog and the frequent explosions at the improvised plants.<br />
<br />
Heating  oil, diesel and petrol is condensed in hoses running from the tanks  through pools of water and sold across the north, as far as Aleppo. The  remaining crude is shipped by road on tankers to Turkey. One leading opposition figure said: &quot;The northern front hasn't just gone dormant; the northern front has gone commercial.&quot;<br />
<br />
The  EU announced it was lifting its oil embargo in April to help the  moderate opposition. The implementation regulations have yet to be  issued so the decision has not taken effect, but regional experts say  the announcement intensified the race for oil – a race the  western-backed moderates lost.<br />
<br />
Joshua Landis, an expert on the region at the University of Oklahoma who runs the <a href="http://www.guardian.co.uk/world/syria" target="_blank">Syria</a> Comment blog, said the EU decision on oil &quot;sent a message that oil could come back online faster than most thought possible&quot;.<br />
<br />
&quot;Whoever  gets their hands on the oil, water and agriculture, holds Sunni Syria  by the throat. At the moment, that's al-Nusra,&quot; Landis said. &quot;<a href="http://www.guardian.co.uk/world/europe-news" target="_blank">Europe</a>  opening up the market for oil forced this issue. So the logical  conclusion from this craziness is that Europe will be funding al-Qaida.&quot;<br />

The two men, Nathan Teklemariam and Carson Rinehart&#8203;, both 20, <a href="http://foxnewsinsider.com/2013/05/17/california-burglars-pocket-dial-911-during-crime-spree#ixzz2TZxi939B" target="_blank">face charges</a> of breaking and entering, possession of stolen property and conspiracy, according to <a href="http://foxnewsinsider.com/2013/05/17/california-burglars-pocket-dial-911-during-crime-spree" target="_blank">Fox News</a>.<br />
KGPE.com explains that the 911 dispatcher could hear people speaking in the background, so he listened to see if anyone was in need of assistance.<br />
It didn't take long for the dispatcher to realize that the men weren't so much in danger as they were up to no good. On the recording made available to KGPE.com, one of the men can be heard to say, &quot;I just want to smoke weed right now.&quot; That's pretty much the least incriminating thing they said.<br />
The discussion then shifts to how the two should break into an automobile. Later, the sounds of a window being smashed can be heard followed by a suspect's excited declaration that he found prescription drugs in the car.<br />
All the while, the dispatcher was listening and seeking clues as to where the pair might be. Eventually, police were able to locate the two men and followed them. The suspects can be heard fretting over why the police are on their tail. It's like a farce crossed with an episode of &quot;Cops.&quot;<br />
&quot;He's following the (expletive) out of you, bro,&quot; one suspect said. The other, apparently suffering from short-term memory loss, then replied, &quot;Wow, what the (expletive) did I do?&quot;<br />
The mystery was solved when the cops pulled them over. Playing it straight, the police officer asked one of the suspects if he had anything in the vehicle that &quot;shouldn't be in the vehicle.&quot;<br />
One of the men said he doesn't, but a quick search of the car yields the stolen property. That's when the police decide to let the men in the butt-dial.<br />
&quot;We really called 911?&quot; one of the suspects said. &quot;Damn.&quot;<br />

			<content:encoded><![CDATA[<div>A former Philadelphia police officer once hailed as a hero and given a seat next to the first lady at a speech by President Obama has been arrested and charged with rape and other crimes.<br />
Authorities allege that former officer Richard DeCoatsworth left a party with two females early Thursday and took them to another location, where they allege he produced a handgun and forced them to use narcotics and engage in sexual acts.<br />
A police spokeswoman said the victims called police and the 27-year-old DeCoatsworth was charged with rape, sexual assault, terroristic threats and related offenses.<br />
A listed number for DeCoatsworth had been disconnected; it was unclear whether he had an attorney.<br />
