Washington State’s 1990 Community Protection Act included America’s first law authorizing public notification when dangerous sex offenders are released into the community. However, it was the brutal 1994 rape and murder of seven-year-old Megan Kanka that prompted the public demand for broad based community notification. On May 17, 1996, President Clinton signed Megan's Law. Megan's Law requires the following two components:
Sex Offender Registration – The 1994 Jacob Wetterling Act requires the States to register individuals convicted of sex crimes against children. Sex offender registration laws are necessary because:
Sex offenders pose a high risk of re-offending after release from custody;
Protecting the public from sex offenders is a primary governmental interest;
The privacy interests of persons convicted of sex offenses are less important than the government’s interest in public safety;
Release of certain information about sex offenders to public agencies and the general public will assist in protecting the public safety.
Community Notification – Megan’s Law allows the States discretion to establish criteria for disclosure, but compels them to make private and personal information on registered sex offenders available to the public. Community notification:
Assists law enforcement in investigations;
Establishes legal grounds to hold known offenders;
Deters sex offenders from committing new offenses;
Offers citizens information they can use to protect children from victimization.

When we lived in a community I tried posting this website about Megan's Law and the sexual offenders. The post was removed as being inappropriate for the site. There were 6 of these creeps listed as registered Megan's law offenders living in that community. I can't imagine why the administrator would not want residents in the community to know about these people.
I actually happened to have a question on this topic. I remember seeing on the news that there is service by the government where you can be notified via email or text messages when a specific sex offender is released from custody. Does this apply for someone accused of rape? What if they were found not guilty, but are in custody for other charges, can you still find out when they are released?

I feel sorry for the boy and his father. I don't know if temporary insanity holds any water over in Russia but I hope the jury (if there is a jury) will see his pain. I think I would have done the same thing that the boys father did with no remorse.

He did the right thing defending his son from this nut job,he should get a medal! I just hope he gets a good lawyer, and remember in cases like this, He needs to say he was defending his son from the attacker, and the attacker kept assaulting him and wouldn't let up, so I kept defending myself and son, I felt my life was in "Imminent" danger and was affraid for my life as well as my son, the way he was attacking me and my son was relentless, he even said he was going to kill me for interfering, so I did my best to "defend" myself, as well as my son. Imminent and defend are key words, also the attacker would not stop his attack. retaliate, or retribution should never be used. I hope he gets off.
