UPPER DARBY — A registered lifetime Megan’s Law sex offender who allegedly approached two young teenage girls on the street Thursday and asked to take their photograph was arrested and jailed, officials said.

Leon Thomas Hopkins, 63, of the first block of South Glenwood Avenue, Clifton Heights, was taken into custody shortly after 6 p.m. Aug. 2 near Union and Essex avenues, in the Lansdowne post office section of the township.

Officials are urging anyone who Hopkins may have approached to contact police.

“Someone called to report suspicious conditions regarding a man in a white vehicle talking to two juveniles,” police Superintendent Michael Chitwood said. “A follow-up call was that the man was taking photographs of the girls.

“Officer Kevin Donohue responded to the call and saw the guy with a camera. When Hopkins saw the police he immediately walked away. Donohue asked him what he was doing and he said he was taking pictures of the kids because he thought they were attractive. This is a typical profile of a predator. It’s an extreme concern to the law community and to the community itself. Donohue did an outstanding job.”

According to Chitwood, the two girls, a 13-year-old from Darby, and 12-year-old of Upper Darby, first saw Hopkins talking to another girl on the other side of the street.

“He crossed the street and approached them,” Chitwood said. “He engaged them in conversation and told them his name was Mr. Sebastiano and does hair and makeup and gave them his business card. He asked if he could take their picture and when they said no, he grabbed one of the girl’s arms and said if he took their picture they could leave. Hopkins took their picture. This is an immediate red flag for concern.
